What does Primary Country mean?

The Primary Country for a video is selected based on a three-level system. The dominant factor is if the video is clearly directed to a particular audience. For example, if al-Shabaab produced a video speaking directly to Americans, then it gets tagged as the US. If al-Shabaab released a video speaking to no one in particular but showing an attack in Kenya it would be tagged as Kenya. If al-Shabaab released a video showing no identifiable physical location and just speaking generically without addressing a particular audience, it would be tagged as Somalia because that is where the group is primarily based.
